Spay and neuter license plates

I see a lot of cars that have license plates with a dog and cat on them that say “Spay and Neuter Your Pets.” I know these plates cost extra when you renew your plates. Could you please find out where all the extra money paid to the state goes? Do animals REALLY benefit or is it just a scam?
Kentucky state law regulates all vehicle license plates, including the specialty plates like the spay and neuter plate.The revenue from the plate is divided like this:Of the initial $31 fee, $15 goes to the Transportation Cabinet; $6 to the county clerk and $10 to the Kentucky animal control and care fund which was established to create and support statewide programs related to animal control and care, and for training animal control officers.
Of the $26 renewal fee, $21 goes to the same agencies as the initial fee, and $5 to the animal control and care fund.
